Carol and Rick want to kill these people and take their town, and are just wanting a excuse.

The others of ricks tribe are joining the new tribe , they dont have the same feelings rick and carol do.

I think deanna really wants to build a city , but rick wants to be king, and isnt into building a city.

I don't think Rick wants to be King, these people are just naïve if they think they will be left alone by the outside world. Rick knows what is out there, he intends on keeping his people safe, if that means taking over the town, so be it. They have no security what so ever, a fake person keeping look out, these things are all signs that they don't know what they are doing. Like Rick told Carol early in the episode, it's a good thing that Ricks group joined them. I think it's only a matter of time until Rick is in charge.
